How IHS Engagements Work
IHS is a specialized healthcare consulting firm founded in 2002 by Thomas G. Goddard, JD, PhD, former Chief Operating Officer and General Counsel of URAC. Unlike large generalist consulting firms, IHS focuses exclusively on healthcare accreditation, compliance, and program development — which means every engagement is led by a principal with decades of direct experience in the standards being implemented.
Our consulting model is principal-led, scope-based, and tailored to each client's specific situation. Engagement fees are customized to your organization's size, accreditation history, documentation maturity, and timeline — IHS does not publish fee schedules. Every engagement begins with a complimentary discovery call that produces a fixed-fee proposal.

1. Accreditation Consulting Services
IHS guides organizations through a third-party accrediting or certifying body's process — initial, renewal, or multi-body coordinated engagements. Most accrediting bodies (URAC, NCQA, NABP, HITRUST, CARF, and others) use "accreditation" and "certification" interchangeably across their program catalogs, and IHS handles both under the same consulting process: gap analysis against current standards, documentation development and remediation, Standard-by-Standard Review, mock surveys, on-site survey support, and post-survey corrective action planning. All IHS engagements begin with a complimentary discovery call. During the call, we will discuss your organization's accreditation, compliance, or program development needs, current documentation maturity, timeline, and regulatory constraints. At the conclusion, you will receive a fixed-fee proposal tailored to your specific situation.
2. Compliance Services
Standalone regulatory compliance work that is not tied to an accreditation cycle. IHS compliance engagements address state health plan mandates, CMS updates, 340B program compliance, NYSDOH CLEP and laboratory-developed test compliance, telehealth and remote patient monitoring regulatory work, HIPAA and healthcare cybersecurity, AI governance in healthcare, and ongoing compliance program monitoring. These engagements typically run as retainers or event-response projects and often run in parallel with accreditation work.

3. Program Development & Standards Development Services
IHS does not only help clients meet standards — IHS helps clients build programs and standards from the ground up. Program development engagements produce the operational infrastructure (policies, procedures, quality management systems, program architectures) that a client needs before they can pursue accreditation or operate a new line of business. Typical program development clients are organizations entering a new line of business, organizations building a compliance function from zero, and organizations designing new healthcare delivery models.
